Heheh, this was quite funny. My favourite part was the very end, when that wee sweet set them off all over again... they haven't learned their lesson or what!?
I liked the art; not particularly detailed, but the characters are feel and cutesy and 'nice'.
It could maybe do with more in the way of sound effects, and perhaps some more vocals from the two kids. Should they be hurling insults at each other or something?
There's only really one technical problem, that you yourself picked up on: The flash can run pretty slowly, especially on old-age comps like mine. The first section of music finished long before the candy bar fell in the bin. This did ruin it a bit for me, as the atmosphere was lost before the climax!
To fix this problem for slow comps, I'd recommend that you set the music's sound to 'stream' rather than 'event.' That way the movie skips frames to keep in time with the music.
Overall, i think this could be something more; it's lacking a certain something to make it truly great. Still, it's far from a bad flash effort! Please consider some of my points, and I hope that you will continue to improve and nurture your skills. :)

As I said in a previous post I tried to stream it but that did not work. I won't go on babbling about that but it simply didn't work. If your computer is that slow you can view the downloadable versions for PC or Mac . I posted about in a previous comment below but here is the link again: http://homepage.mac.com/ibook238/candybar.html In the Lag-free versions the movie runs fine and the music fits in PERFECTLY with the movie. This made me laugh. Some of them were actually quite hard to guess, like the Mickey Mouse T-shirt girl.
It also makes a very important point about the hypocrisy in society, as you say. It's especially hypocritical to me, considering that in my country, they're all legal! (The age of consent in the UK is 16.)
Purely on the 'game' aspect of this, it's only worth playing once. Good work though, Walrus.

"good work, but needs more action, and music!"
This looks like it will be not a bad series, if you work hard enough on the action and story. The graphics are good enough, i actually quite like the silhouette style of the characters.
What this also really needs is some music! Music imparts atmosphere and emotion to movies, without they are usually quite boring. I think some loud techno/metal or some spooky atmospheric music wuld do well here.
It could maybe do with being pacier too. the action in this episode went quite slowly, I thought.
